Howard began his policing career in North Wales after graduating with a degree in Law LLB (Hons). After 17 years of service in North Wales he was selected as Staff Officer to HM Chief Inspector of Constabulary in London.
In 2001, he qualified to be a Chief Police Officer and was selected as an Assistant Chief Constable in Nottinghamshire, where, initially, he was responsible for Operations, including the investigation of major crime. He has worked extensively combating the supply of class A drugs in Nottinghamshire and played a strong part in developing, with other agencies, the innovative Sherwood Project. This combines agencies to work together in teams to tackle drug fuelled offending. It has a strong emphasis on diverting offenders at an early stage into treatment and away from crime.
Selected as Deputy Chief Constable of Nottinghamshire Police in 2003, he has been an active member of the ACPO Drugs Committee, holding the portfolio for Drug Treatment and Education and then the Performance Indicators Portfolio. Howard became the Committee?s Vice Chair in 2005. He is currently leading on the Drug Committee representations in relation to the Drugs Strategy 2008, and is also a member of the Advisory Council on the Misuse of Drugs.
